Administrative & Investigative Services Division
The Administrative & Investigative Services Division is commanded by Captain Jason Cater.
Captain Jason Carter was appointed to the Westfield Police Department as a 9-1-1 Police-Fire-EMS Telecommunicator on November 24, 1997. He was subsequently appointed as a Police Officer on January 11, 2001 and completed the 84th Basic Course for Police Officers at the John H. Stamler Police Academy of Union County.
Captain Carter was promoted to Sergeant of Police on October 6, 2008 and then Lieutenant of Police on December 7, 2015. He was assigned as the Detective Lieutenant on August 6, 2018 and served as the commander of all of the Westfield Police Department’s investigative elements, which include the Detective and Juvenile & Community Policing Bureaus, as well as the Internal Affairs/Professional Standards Unit.
During his tenure as Detective Lieutenant, Captain Carter commanded several intense, high-profile criminal investigations, which most notably included a home invasion/aggravated sexual assault/robbery which occurred on October 19, 2021 and an armed carjacking which occurred on November 3, 2021, both of which resulted in extraordinarily quick arrests of very dangerous perpetrators.
Captain Carter is the recipient of numerous Westfield Police Department awards, which include four (4) Command Citations, the Hurricane Sandy and COVID-19 Exceptional Service Awards, and a Certificate of Merit. He was awarded a Bachelor of Arts degree in Human Services/Administration of Justice from Thomas Edison State University in 2008 and is currently completing the last class needed for a Master’s Degree in Human Resources Training and Development from Seton Hall University.
Captain Carter is presently assigned as the Commander of the Administrative & Investigative Services Division, which is comprised of the following organizational components:
- 9-1-1 Police-Fire-EMS Communications;
- Detective Bureau;
- Juvenile & Community Policing Bureau;
- Records & Information Technology Bureau.
Additionally, Captain Carter has retained command of the Internal Affairs/Professional Standards Unit.
